MDOT SHA Statewide Operations Center Reconfiguration
North Point Builders was the General Contractor for the MDOT SHA Statewide Operations Center reconfiguration and renovation project. Located in Hanover, Maryland, the State Operations Center (SOC) operates 24/7 as MDOT’s Public Safety Answering Point (PSAP). The SOC is the central agency for collecting, monitoring, analyzing, and processing all roadway data to increase motorists’ mobility and safety. The purpose of the SOC Floor Reconfiguration project was to update technology to modern standards and modify the overall layout to better fit the agency’s needs.
The project included a 16,000 SF, two-story renovation and reconfiguration of Building #1 within the State Highway Administration’s Hanover Complex. Before construction began, a Temporary Statewide Operations Center (TSOC) was established in Building #4 so the SOC could remain fully operational. Construction involved significant interior demolition, construction of a mezzanine, new raised access floor, floor reconfiguration, mechanical, electrical & IT upgrades, custom Operations Center consoles, restroom & kitchen upgrades, and new finishes.
Special Qualities
The State Highway Administration SOC’s mission is critical to the safety of state highways 24/7, 365 days a week. It was essential that the audio/visual package for this project include the latest state-of-the-art technology.
The project was originally designed in 2015, and the audiovisual systems specifications were predominantly performance-based so they could be adapted to incorporate the latest A/V technologies at the time of construction. This allowed for greater flexibility, but also meant that a comprehensive coordinated A/V design had to be developed concurrent with ongoing project construction.
NPB collaborated with MDOT, the Design Team, and our A/V trade partner to develop a fully fleshed-out design that would meet the SOC’s current and future technology needs and stay within budget.
The project team also worked through the complex process to tie-in new technology to the existing system which serves as the IT hub for all 3 departments within the facility. Throughout construction, all communication systems remained fully operational, and any required outages were carefully coordinated to minimize disruption.
