Patriot Plaza
North Point Builders was the Design-Build Contractor on behalf of Baltimore County for the renovation of Patriot Plaza between the New and Historic Court Houses. The redesign removed the out-of-service fountain and two acres of concrete. In exchange, a new usable green space with sidewalks, seating walls, lighting, and pavers now make up the open inviting plaza area. The new layout highlights the original memorials, honoring the fallen police officers and fire fighters of Baltimore County as bookends to the space.
This project birthed from the dream of the former Baltimore County Executive, Kevin Kaminetz. County Executive Don Mohler said that his predecessor’s vision was to extend “the welcoming green feeling from the Courthouse Gardens into the plaza and make it a place where people would want to walk and relax, rather than just hurrying through.”
At the official ribbon cutting in November of 2018, a plaque was revealed in honor of the late County Executive Kevin Kamenetz. “County Executive Kamenetz completely reimagined this plaza to expand the welcoming green feeling from the Courthouse Gardens into the plaza and make it a place where people would want to walk and relax, rather than just hurrying through,” said County Executive Don Mohler at the ceremony. That dream is now a reality as the redesigned plaza has increased traffic between the two courthouses, allowed the Towson Farmers’ Market to return to Pennsylvania Avenue, and made a welcoming, positive, and peaceful place for the community.
Special Challenges
The Patriot Plaza project required exposing the 30,000 SF underground Baltimore County Central Office of Information Technologies that resides below the plaza. The OIT area houses the entire Data Center and infrastructure for Baltimore County in addition to the County Emergency Response Center. The Data Center had been leaking for decades, making construction in bad weather especially challenging. North Point Builders was also faced with the task of keeping this center dry during the wettest year on record and multiple tornado like wind storms. Despite the challenges, our team’s persistent drive and determination drove this project to a successful completion with lasting and exceptional quality.
